Do I need to use a VPN the entire time while playing? I had one on up until making a character, turned it off. But I cant even launch the game without having one on? I added the file, and folder to my exceptions. But I cant even log in without a VPN and its making it seem like I have to have it on the entire session.

No, you can turn it off right as you hit play.
Additionally, I assume you are from NA? Try out at random times in the day see if it works without a VPN, apparently it's something stupid like ISPs blocking connections during FIFA matches. No shit
Yes I am from NA, East cost. It will not let me start the game without having a VPN on after trying multiple different times of the day.. :/
